Plotnov Andrey Ivanovich (1916-1997)  Landscape, portrait and genre picture artist. Was born in the village of Verhnee Pavlovo, Dankovsky district, Lipetsk region. In 1932 he moved to Moscow, in 1933 enrolled in Art College of  Book and Magazine Publishers. Latwer studied at the Moscow art Institute named after V. I. Surikov under G. I. Shegal and V. V. Pochitalov (1936-1943). A member of the Moscow Union of Artists (1943). Participant of the WWII. Military artist at the Studio under the Main Political Commetee of the border troops. Created posters on military Glory of the Red Army and military posters "TASS windows". Together with another famous artist P. P. Sokolov-Skala created a work dedicated to the heroic deed of 22 skiers, defenders of Moscow. Their second collaboration was "The assault on Sevastopol", which was presented at the all-Union art exhibition in 1947. Participant of the all-Union art exhibitions. Honored artist of the RSFSR (1968). Cavalier of the Order "Badge of Honor", honorary citizen of Dankov. Had personal exhibitions in Moscow (1993) and Dankov (1976, 1991). Plotnov's works are presented at the Museum of fine arts of Karelia, at the Dankov art gallery and in other regional museums and private collections.
